CEO, CFO et al buying shares all at the same time. It's in anticipation of the spike we'll see in the price.

And, they did it at prices as high as $.17. I've seen it indicated that $1.5 really means $.15 and that $.17 is just gravy. Hardly seems likely that it isn't going higher. Not only are they not issuing/diluting, they are reducing O/S & A/S and buying shares. That is a sign of a good solid company, imo.
