The previous figure was $350 million, so this is very good news as QSI is the weakest part of the organization.

The Brazilian regulators' Vesper decision is curious. The Q had bought and paid for spectrum last September, I think, and it appears that Q's right to use it simply got yanked. Vesper was apparently not the best corporate citizen in Brazil as it allegedly exceeded its license to provide fixed wireless services, then got sued by other operators, and enjoined by the regulators from exceeding the license. Can't tell if this sin got it the severe punishment it later got, but not doubt it played some part in the regulators' decision--that, and simply being an American co.

Nokia had promised long ago to build a big factory in Brazil. Don't know if its plans went through.
