I believe small caps run last
You can look at what is happening now or in Oct-Nov. Once the INDU, SPX, QQQ were higher there were a lot of Sub $2-$5 stocks making tremendous moves to catch up. That is what has been happening lately and IMO it signals that we could be nearing another Top. JMHO though :^)
