Yes, 2.5b AS for the commons, but one mustn't forget the preferreds when talking share structure here. They make the commons meaningless. The AS changes at a whim if more shares are needed to facilitate selling.
The only thing that seems to limit the supply of shares here is the lack of demand.
There's not much point in issuing shares if they can't be sold.
Keep in mind that less than 2 years ago the OS was 1.7M, and it's now several hundred times that, perhaps even a thousand times that...
