WASHINGTON (AFX) -- U.S. newspaper help-wanted advertising volumes were flat in December, the Conference Board said Thursday. The help-wanted index remained at 39 in December; it was 40 a year ago. Volumes of help-wanted ads rose in four of nine U.S. regions in the fourth quarter. "The economy is not going to build momenutm any time soon," said Ken Goldstein, an economist for the private research group. A separate index of online job postings showed a 10% decline in December
