No these are the percentage (in the group) above their 10 DMA, a very short term oscillator, when it gets above about 87 it starts to be dangerous, but I have seen it go bezerk to the 95% plus as well, I don't think this time is one such event though. The early March 2002 top saw that series go all the way to 99% (on SI at the time, I exclaimed, "can it go higher?" and issued a major sell on the sox)
