The Congress would really only need to revamp and amend HERA 2008 by reducing the FHFA Director's powers and authority that they in 2008 gave him the position of the FHFA Director so that the Director or Acting Director can be independent of the influence and power of any government political party, branch or agency.

Doing that would be another sign that the US has lost its way by changing laws to suit the whims for power, authority and control of the country by the Legislature. "They giveth and they taketh away. doing as gods among people."
