Most MMs have been ignoring Rule 6460 since most of it became effective in 2011. This rule banned MM masking trades wherein the entire order is supposed to be shown. We see the masking daily with the infamous 10k blocks displayed on either side of the trade. Hopefully, this is what this is about.
