Homeport, yes one would hope that Preident Menezes does have a plan of action mapped out in concert with Pres Obasanjo or the Nigerian Oil Minister, Dr. Daukaro, to sign the PSCs.
It would be in his election interests to get some oil money dleivered to SAo Tome.
According to the "Head of the Oil Resources" Committee, he told Jacinto Moran "that the PSCs are finally going to be signed."
He must be knowledgeable or else Ms. Moran would not be phoning him for an interview and quotes. Somone referred her to him. Could it have been Dr. Daukaro's office? Daukaro was her other recent intgeriew on the JMC questions.
Then the Oil Minister told Lusa that the delay was not for one week but for one month to "harmonize positions".
Of these two Sao Tome officials, do you have any idea who is closer to Pres. Menezes?
My guess is that oil officials and staff from both Sao Tome and Nigeria have been in communicaion with each other during this period.
I don't see Nigeria as just sitting around waiting for Sao Tome to decide when to hold ghe next JMC meeting.
I wonder if Mark G. could check with either the JDA or Daukaro's office on how much contact they have had with oil officals in Sao Tome?
On the Cehvron oil well question. I would think the other Block operaors have enough confidence in their own data, siesmic and other, to formulate their own plans.
Though a good discovery in block 1 could get them to move even faster once PSCs ae signed.
