Wow there is truly a revelation. So what your saying is that any company on any stock market in any country any where in the world who trades in inside information is doing so against the law.

If anyone ever had first hand knowledge of a company or employees from a company trading on inside information they should immediately report it to the SEC. I suspect they will ask for proof but I'm sure I don't know. Having said that if I was an employee and had inside information I would be careful about trading.
One other thing while we are on the subject. If your not an employee and you don't have inside information you may want to grab some shares of a truly great company that is turning a profit and has no debt. Only 55,000 in the float.
