Carl..no, IB does not provide charts. You can use IB to feed a free charting package like Medved Quotetracker. I prefer to use E-Signal. You can subscribe to level II on IB

I had similar experiences on partial fills with E*Trade. What I like about IB's per share structure is that if you only get a partial and wish to change your limit price, you dont get charged the full amount for the new transaction.

Sometimes I like to only trade 100 shares at a time in a new stock as I get used to it or scale slowly into a larger position. E*Trade would charge me the full $9.95 commission for each 100 shares. The slippage was a killer,

But as TJParker said it can lead to overtrading.
