In Australia passed legislation can only be changed by introducing a bill into parliament .. the system in America where attempted changes to a law already passed can be attached to a funding measure has many here shaking their heads in puzzlement .. is there any talk about changing the system? .. that was the guts of a comment by a radio announcer in Australia this morning ..
