The difference is those products you mentioned were approved by the FDA to make those claims of effects, whereas CBD has not been tested in FDA approved studies so people making and selling CBD products can't legally make any claims as to effects of their products.

Just because they can't make medical claims, I don't believe that there are as many restrictions with regards to talking about effects.

Look at topical products like Absorbine jr and VapoRub for example, which have a desired, localized effect, and those effects are promoted in the ads. Look at ads for hand lotions that talk about the smoothness of skin after use, or how it helps chapped skin.

The same is true for the CBD drops, which for many people, can provide a relaxing effect. Take a look at this bottle of Chamomile Flowers capsules, and notice how they label it as a Digestive Relaxant, while still including an FDA disclaimer.

IMO, there is no reason why MJNA, CannaVest and HempMeds can't promote the effects of the products.
