It means your browser is using a CACHE COPY of the GNF site instead of downloading a new one.

Do this:

Go to the CC website
At the top of your browser, click Tools
Then click Internet Options
In the center of the page under Temporary Internet Files click Delete Files

Then proceed through the CC site to the GNF site and the banner should appear.
