They are probably in the sidelines for a reason. The same ones that flipped at $.15-$.169 and are now convinced that ELTP will sink further so that the can replenish for the next run. Simple! Buy, Hold, Accumulate is working only for flippers and the institutional flippers that bought after the R&R Conference.
