"Last year, 27 percent of all third graders in Florida scored a Level 1 on the reading portion of the FCAT, and yet sadly, only 3.3 percent were retained. Struggling students were promoted to the fourth grade without the necessary skills to succeed there," Bush said.

If the testing results from last year hold true, 50,000 third-graders could fail the reading test this year. That would be about one-third of the state's third-grade children.
