In regards to the change in Float, here is the information I have been given: (quoted with permission):

The reason why the float decreased is that the company, thru the Transfer Agent decided to count only shares in the system vs. total certs held. There are some certs that are out there that the company is going to pursue legally. That is why the float decreased.
