When has CLQ started building the plant?

2008? 2009? or earlier?

I'm a professionel in industries as well, and I know that building a new plant from scratch and making him operational in 4 years is not easy. Especialy when there are chemicals involved...
So I gim them a little more time... but the first big shipping may come soon now for me.
