Yes, VRNG can go after Android's customers... and they are doing that with ZTE, but mainly for infrastructure sales. These Android OEMs are mainly handset manufacturers and the VRNG patents primarily cover infrastructure.

NOK can go after Google's android partners easier on its own than it can with VRNG, especially after its current agreements expire or when they need to be renewed. There are probably additional opportunities that will arise after the handset division sale is officially completed next year.

NOK has one of the best (deepest and richest) mobile patent portfolios in the world. VRNG just has partial ownership of 500 patents that mainly cover GSM/GPRS/UMTS and not the more forward looking (and valuable) LTE-Advanced and other future technologies.

I see where you are going, but don't think the dots line up cleanly and probably shouldn't be connected.
