You do realize that JFTC called off their investigation when Intel complied with their requests, don't you? And these requests changed Intel's business rather transparently - or at least I can not point to what is different with Intel now vs. before the investigation. It tells me that JFTC's requests were minor and the findings were not a big deal: hardly anything incriminating enough to be used in a U.S. lawsuit against Intel.
