With all the reasons you can't short penny stocks aside, there is the mathematics.

BCCI is currently trading around 2.5¢, so let's assume a 3¢ move in either direction: 3¢ higher is not an unreasonable expectation given it's history. 3¢ lower is a mathematical impossibility.
