Dec 25th was a Sunday, Christmas Day
Dec 26th Most companies, govt offices and the market were closed.

So if Chip signed it on the 22nd and sent it to CC. Let's say he sent it overnight mail hahahahah so CC got it on the 23rd. They were gone for the 24th, 25th and 26th. CC probably looked it over on the 27th and then signed it on the 28th.
