Someone just did but go ahead and ignore the facts as that's your prerogative.

It has not been refuted in the slightest. When someone presents substantial data that illustrates that presidents frequently use the phrase "wind down" to mean something other than TO BRING TO A GRADUAL END, then I may be inclined to adjust my opinion and accept refutation.
