I think this all about the website.
Obviously we're all guessing right now, but in my view the website wasn't going to be ready for 15 Jan, and before committing to a full national rollout to all their stores, CC wants the new website to be up and running and to their satisfaction. Since they haven't cancelled the program, it seems pretty likely that CC is happy with how things have gone, but are insisting on the much improved website being up and running before taking the big step.
