Research the history of the use of the phrase "wind down" in politics. Observe how past presidents and politicians have used it to describe the future of specific government programs, and the result that followed.
The phrase is used in politics to signify a gradual process by which something is ENDED.
Are there examples of times when the phrase was used in the political realm and didn't end in the CONCLUSION/in-existence of the thing that was to be wound down? I'm all ears.
Moreover, every dictionary cites the idiom as being used to describe the gradual process by which something comes to a close.
On a different note...
...the NAACP thing isn't going to help. It's going to encourage the president to be more clear...that he plans to shut down Fannie and Freddie. His advisors will ensure that he does not humor the NAACP - ESPECIALLY because the article explicitly states that CW bill unfairly harms minorities. The premise of that article is laughable, as Obama has been very clear about his support for legislation to end Fannie and Freddie. Just watch...this is going to backfire in a big way. I hope it somehow makes for a bump though...I miss making money off this thing.
