The word 'Winding Down' is a govt code phrase, that can mean:

* Elimination
* Reduction
* Restructuring
* Reduction and Restructuring
* Privatization

The media (and the bigger powers controlling it) may use it in whichever format that suits them best at a given point of time.

Colloquially, people take it as 'shut down', but as it can be seen, that's not the only meaning of the term 'wind down'.

Thus when Obama used the word 'wind down', he left himself a lot of room to play with later.

To each his own. Many people I used to know on this board are not seen here anymore, hence I am posting this again for those who are unfamiliar with the various terms associated with the 'wind down' term that is often heard in the news.
