In terms of the actual terms, both are equally sexy, but the real difference comes in the fact that dual core benefits exist today, while 64-bit benefits do not. You make the argument that 32-bit processors won't be able to access the 64-bit features of Vista, but so far no one has listed which features these will be. There will be a 32-bit version of Vista, and what if it has 95% of the features in the 64-bit version? It would make the 32-bit argument silly.

Moreover, single core processors are never going to be able to get the benefit of dual core processing as more dual core applications become available, so how is that different than 32-bit processors lacking the capabilities of 64-bit apps? Seems like the same scenario to me, but at least it will take years and years before 32-bit apps start getting phased out, and by then it would be completely irrelevant to base today's buying decision on that scenario.
