Got a reply from Jacinta Moran

Spoke to a source at JDA today who told me he was confident PSCs would
be signed this month. Reasonable progress has been made on four of the
blocks!

Re: Addax, Nigeria has okayed the replacement but JDA is still waiting
on Sao Tome.

I am just about to ring the Sao Tome oil minister now.
