The scale of profit here is so high it's insane to think of any private company having the resources to backstop the mortgage industry. It has to be the Fed. No way around it. Once the Fed has been paid back in full with healthy interest, everything will come back to FNMA just the way things were before. No way they get enough bi-partisan agreement to change things. This is the USA and theft is still illegal last time I checked. FNMA is owned by us the shareholders.
