Phosphate is a two sided story, too much causes algae blooms that kill fish, and grow algae that does collect more CO2. Nothing new or novel about either.

Too little phosphate no doubt reduces the food chain in the ocean.

As always, CO2 in the atmosphere or phosphate in the ocean, etc.... needs a good balance, control of the highes and lows......

Huge amounts of phosphate hit the Gulf and oceans all the time from farmers using too much inorganic fertilizers. To this day there is no control of those massive sources that get dumped into the salt water bodies when it rains.

Phosphate is also a significant pH buffer in water.

Ambition with out knowledge is like ship in dry dock. Going nowhere fast!
