Managements responsibility is not to release meaningless press releases to pump up the egos of shareholders. Everything they have stated they planned to do this year, they have, and have accompanied their achievements with press releases. Orphan status, trial completion, trial initiation, seeking partnerships, etc. So I am not sure what you think management should do.

All the previous "pumps" were related to their cancer related drugs that failed...like most do. Their runs were also catalyst related, not random pump and dumps like INO lately.

What's your break even price? PM is fine.
