by the definition you listed, i don't see how snowden can be classified as a whistleblower. since the nsa has had hearings about their activities with congress on a regular basis and congress constructs the laws, the only law-breaker was snowden, IMHO.

exposing sanctioned classified activities is not whistle blowing, it is treason.
