At any rate it seems that people are making this more complicated than it needs to be.
The idea of a thread jefe is that he is entrusted to use a measure of descretion. If it's found that they abuse that or don't know how to handle things properly for whatever reason, lack of judgement, experience, biases, just replace them.
geesh, everyone tries to make things so complicated.
