There isnt an expiration time for such chills or locks, it requires the issuer to resolve the matter if they do anything at all. In almost all cases the Issuer does nothing at all, the 6 cases currently resumed really define nothing in the grand scheme of things as there are hundreds of Global Locks currently issued on OTC securities.
