To allow for an OS count to reflect a reasonable market cap thus opening the door to trading in dollars and uplisting. At a low enough level, a share retirement is not only a way to get there, but an extremely bullish move indicating an insider confidence that cannot be ignored.

Thus pushing PPS, and benefiting the CEO in the end.
