What I meant was, why hasn't Intel tested the waters with an ARM chip of their own. Surely they can afford a license. Surely they would have by now, some share of the market if they had done so in a timely manner, but they choose not to.
What would have been such a problem that they would choose not to run ARM wafers through their fabs. Is it just too beneath them?
