It is very important to note that THAT CHART IS NOT CURRENT! The thing says it is up to 2003, but look at the x axis. Each mark is clearly a one year interval. If the chart begins in 1985, then each mark is at the half-way point of one year. So, the end of the chart actually occurs at the end of 2001 or the beginning of 2002!

That chart is over a year old, and the "now" mark has nothing whatever to do with today.
