TRCPA - Jobs, of course, is always a large piece of the puzzle. I like to take the approach of following the money though. In that sense there are two big pieces to the puzzle. One is the apparent lost revenue to the city of Neenah from the decreased water sales. The second is the motivation of SCA.

SCA is proud of their Eco-friendly record and is striving to expand their footprint in a way that is environmentally friendly. By canceling their contract with a company that was burning SCA's sludge and producing electricity, the larger question becomes what will that process be replaced with? Another important question is why replace it? Money is almost always at the root of all commercial decisions.

For my part, I suspect SCA has found a cheaper method of sludge disposal that also provides some ecological benefit. Maybe the KDS plays a part in that and it remains to be found out.
