I think, as an American citizen, you'll find the easiest bank to deal with for a Pound or Euro account is Lloyds TSB on the Isle of Jersey.

You won't be able to open a Lloyds account in England without a UK residency permit. Lloyds TSB is a great bank for traveling Europe or Asia. Some friends have accounts and Lloyds has always been a pleasure to deal with.

I have long had an account with UBS and have been happy.
