It's hard to say Rob.

In Caragol's wording I felt like he was saying the RFP may be pushed back, but he still expects the final stage 1 award to be in place by the end of the year.

He also sounded 100% confident that we would be part of that contract and that Northrup would get another shot.

Finally I feel DHS would have said the end of fiscal 2013 instead of "fall" if they meant end of fiscal 2013.

However if the allocated money will "run out" at that date, well then they should certainly get things done.
