You are right. It is all pretty close to meaningless and some investors should indeed wake up. Furthermore, many of the fees are low and some times they are partially waved. I had contacts with one of the employees on multiple occasions when I was in charge of RLTR and this outfit cannot be considered a predictor of anything. One thing is listing information given to one; another is a truly independent assessment of a company. If one talks to them or exchange e-mails, they will clearly tell you right away that all they do is relay the information provided. This is what is happening with RLTR.
This is supposed to be one of those organization in place to weed out fraud, but it does not achieve that goal at all. In fact, it may lull some investors into complacency. With RLTR this is clearly the case.
Ingenuous fraudsters may take advantage of a system that does not work properly. Buyer beware.
