I wouldn't rule it out completely. Going sub $1 and staying listed is not the only reason for a RS. Look at C. They did it to have a share price that would allow institutional investors and funds that have no sub-$5 rules. But no one here would consider that as the stock is surely going to $5 in the next 30 days or so.
