I think you are right about the cash cow. Curently, China´s biggest weapon against the U.S. is stealing market share in an orderly fashion. To much war would be bad for Chinese trade but good for the Russian Arms trade. In this sense the Chinese and Russians are at odds with each other on foreign policy.
