I think the way to understand "drill ready" is to see ZTEM as a necessary first step in the drilling process, needed to exactly pinpoint the locations. I don't like this kind of explanation but can see why they might use it -- too complicated to explain ZTEM first, immediately followed by drilling.

Shorthand is "drill ready" - ZTEM is part of the drilling process.

I would be surprised if they are trying to tell us that they may skip ZTEM.

However, it wouldn't be the first time I've been surprised. Maybe the best placement of the drill holes is more obvious than I've assumed it is. Doubt it, but could be.
