For whatever reason it is a fact that the competition won this contract.
I don't know if the order was filled before imsc's approval.
Perhaps this is an example of an entity that didn't think imsc would get approval.
I'm not trying to bash, I just would like to know if imsc actively sought this contract.
Do not forget this is a Company in a precarious position with a tough uphill climb securing orders and becoming established.
To say it is simply the best product out there and will succeed on that fact only ignores history.
