you realize you posted recent OTC #91 and OTC #92 of new companies who are on the "new chills"....or labeled as:
UPDATES TO THE LIST OF OTC CLEARED SECURITIES

As you know the exact same wording and notice message applies to each and every OTC #..... Thanks for the early morning laugh referring us back to when they were first on chill notice and showing the rest of us some new irrelevant companies on the list of 5/14/13.
Maybe TDA made an "error" just like "everyone else" that is allowing the trade of EPGL to commence. Its kind of obvious about the "thawed chill", especially if you lived through that timeframe of yesterdays signal by TDA at around 10:00am or so.
