They have no revenue so their PE ratios are solely based on future predictions.



No actually a PE ratio is presented as Trailing and Forward. If the company has n revenues and no earnings then its' Trailing P/E would be NA or nil. The Forward P/E would be based in future projections. Remember, Revenue and earnings are different but related.
