But you are right that nobody is probably enforcing it in the pinks without a complaint or some other motivation.

Will also say I am no lawyer LOL I wouldn't doubt for a second that some footnote on a secondary regulation states that if you are over 6 ft tall an have red hair and 1 eye you only have to report 20% ownership. I play it safe with SEC regulations and report over 5%
