I think all of the threats made against US, the too many warnings from the UN and from US, along with his cruel treatment and slaughtering of his own people were justifiable reasons. Plus, while he was not a major terrorist training ground; he did in fact help finance and train terrorist; much of it through the illegal use of the funds from the Oil-for-Food program.

Edited: And yeah, I forgot to mention the attacks against US while we petrolled the UN Imposed No Fly Zone. (Thanks RDG ~ Onebgg )
