$1.5T over 41 years would mean an average of $36.59B/year -- that said, the $1.5T number seems not at all wildly overblown, at least conisdering all the costs, enforcement, courts and prison/related -- I'd guess the problem is the right-hand scale; have to think we're clearly spending significantly more than $20B/year as of 2010 -- either that, or the right-hand scale is some more limited measure of spending defined differently than some broader definition used to arrive at the $1.5T number
